Walmart plans 20 new stores, 650 remodels Refresh to enhance in-store experience, incorporate digital elements

“Many Neighborhood Markets are receiving expanded deli and hot bar selections, improved lighting and fixtures, pharmacy delivery options and upgraded areas for fulfilling online grocery orders,” Walmart said in a statement this week. The company had previously said the rapid remodels will also include upgrades to the checkout areas designed to reduce wait times, and tools to help workers locate product quickly and assist shoppers. The planned remodels appear to be dis- tributed across the country, according to local reports. The Walmart spokesperson declined to disclose the full list of locations that are scheduled for remodeling. A partial list of stores slated for remodel based on local reports list includes: REMODELS SCATTERED ACROSS THE U.S. • 72 stores in Texas • 58 stores in Florida • 56 stores in California • 37 stores in North Carolina • 32 stores in Pennsylvania • 24 stores in New York • 18 stores in Ohio • 15 stores in Michigan • 13 stores in Georgia • 12 stores each in New Jersey and Indiana • 11 stores in Illinois • 10 stores in Connecticut Walmart said it had already opened three new supercenters this year in East- vale, Calif., and in Jacksonville and The Villages, Fla. It also opened a Neighborhood Market in Ocala, Fla. Among the new-store openings planned for later this year are a new supercenter in Celina, Texas, and the expansion of the supercenter in Tucson, Ariz. Last year Walmart opened nine new stores in Alabama, California, Florida, New Jersey, Texas and Utah. —Mark Hamstra

The remodels call for “new digital touchpoints” that will blend the in-store and online shopping experience.

WALMART said it plans to open about 20 new stores in 2026 and early 2027, more than double the number of new stores opened in 2025. The Bentonville, Ark.-based retailer also said it would remodel about 650 supercen- ters and Neighborhood Markets, about the same number of total remodels as last year. Walmart last year unveiled its Store of the Future concept as the blueprint for ongoing remodeling efforts. In addition to wider aisles and expanded assortments, remodeled stores could also include updated vision centers, and many of the new and remodeled stores’ phar- macies will be reconfigured to include private consultation rooms. The remodels also call for “new digital touchpoints” that will blend the in-store and online shopping experience. “One way we are bringing our online assortment into our stores is QR codes

beside displays, like in Home and Baby,” a spokesperson for Walmart told Supermar- ket News. “The QR code links directly to products, so our customers can order and have them shipped and delivered right to their homes.” Walmart also said it is expanding pickup and delivery services at the stores, includ- ing express delivery options. Store exteriors and grounds will also receive new signage and improved parking and landscaping, the company said. As previously reported, a handful of the company’s Neighborhood Markets—the retailer’s traditional supermarket format— are in the midst of a “rapid remodel” program in which the main areas of the stores are closed for four weeks while the pharmacies and fuel stations remain open. Judge: Market Basket board was right to dismiss CEO Arthur Demoulas was fired after board heard he was organizing a work stoppage

entire working life to building and growing Market Basket in a way that has brought benefit to all stakeholders—its associates, its customers, the communities that Market Basket serves and its shareholders. Demoulas’s three sisters control the board, which voted to suspend and remove him as CEO. Demoulas countersued, saying his sisters were “fueled by greed and envy.” The board then fired many of Demou - las’s allies, including three store managers and executive Susan Dufresne. In all, the company dismissed seven of its top eight executives. Donald Mulligan, a 42-year company veteran, became interim CEO in September 2025. He had served as Market Basket’s CFO since 1999. The ruling caps months of tense exchanges between Demoulas and the board. During a three-day trial in Chan- cery Court in Delaware in December, Demoulas denied trying to organize a work stoppage, and his lawyer said the board used secondhand rumors as a pretext for his termination. Testimony revealed details of the family dispute, including disagreements over the company’s distribution of $230 million in profits to shareholders in recent years and $15 million in bonus payments to workers in 2024 to mark the 10th anniversary of Demoulas and his sisters’ buyout of the company. The board alleges that it instructed Demoulas not to make the bonus payments, but he did so anyway. Another disputed issue was whether the board directed Demoulas to comply with requests for greater oversight at meetings last year. He testified that he believed those demands—including notifying the board of large expenses, budgets, store opening plans and other matters—were not formally enacted and remained under discussion. —Bill Wilson

A FORMER MARKET BASKET CEO did not prove his case for reinstatement as the grocer’s chief, a judge ruled. Delaware Court of Chancery Vice Chancellor J. Travis Laster said the Market Basket board of directors was right to suspend Arthur Demoulas. Laster said Demoulas failed to prove that most current directors acted in bad faith. “With this behind us, we’re looking for- ward to continuing to focus on everything that makes Market Basket so important to our communities,” the board said in a statement Monday. “As the board has said repeatedly, the company is not for sale. Market Basket will continue to be a family-owned and operated business,

offering the lowest prices and best value for customers, creating good jobs with profit sharing for associates and supporting its customers and communities well into the future. We’re excited about all of that.” The board suspended Demoulas in May 2025 after reports surfaced that he was planning a work stoppage. Consumer lawsuits loom as tariff refund portal opens Estimated $166 billion at stake as importers file for government reimbursement

CONSUMERS who have paid higher prices because of the tariffs that were imposed last year are expected to file more class-action lawsuits against retailers, manufacturers and importers, according to reports. Several such suits had already been filed against companies including Costco, FedEx and UPS before the portal for busi- nesses to apply for tariff refunds opened in mid-April. The U.S. owes an estimated $166 billion to businesses who paid the tariffs during the past year after the U.S. Supreme Court ruled they were illegally applied. (A new, temporary tariff imposed by the Trump administration is also being contested in court.) “In the coming weeks, these [consumer class-action] cases are likely to proliferate,” according to an online post by global law firm Reed Smith. Consumers themselves cannot apply for refunds through the portal, and few are expected to receive any reimbursement from retailers. However, FedEx has pledged

to refund customers who were charged higher prices for items shipped from over- seas because of the tariffs. Costco was among more than 3,000 companies that had sued the Trump administration over the tariffs. In March, a shopper in Illinois sued Costco, claiming that the retailer raised prices because of the tariffs and owes its customers refunds. (Costco said it did not increase prices because of tariffs and said it would apply any refund toward lowering its prices.) The U.S. Supreme Court ruled in Febru- ary that the tariffs that President Trump imposed under the 1977 International Emergency Economic Powers Act were illegal because the IEEPA does not autho- rize such power to the president. A judge at the U.S. Court of International Trade subsequently ruled that the tariffs should be repaid to the businesses that paid them. Beginning in mid-April, Costco and other companies that paid tariffs on imported goods under the IEEPA can apply through an online portal for their refunds, plus

interest. It could take several months to process the requests, according to reports, and some reports also said that the admin- istration could sue to halt the refund process. A coalition of small businesses called We Pay the Tariffs is pushing for speedy access to refunds, which it maintains are critical for the survival of many small companies that rely on imports. “For many of us, a timely refund is the difference between rehiring workers, restoring wages and reinvesting in growth, or closing our doors for good,” the group said in a recent online post. “Refunds must be fast—measured in days or weeks, not months or years.” The tariffs, which bounced up and down throughout the past year, impacted a broad range of companies that import products from overseas, including not only distributors and retailers that buy finished products from other countries, but also manufacturers that use imported ingredi- ents or other materials. —Mark Hamstra

The chicken carries labels with handling instructions and safety information The suit relies on an analysis by Farm Forward claiming Costco’s poultry plants failed to meet standards set by the U.S. Department of Agriculture. Taylor also said Costco’s Grade A poultry rating is misleading. Costco’s lawyers also said Taylor did not show how the company violated Washing- ton’s Consumer Protection Act. This marks the second lawsuit this year involving Costco’s rotisserie chicken. In January, two California consumers sued the retailer, alleging the company falsely claimed its chicken did not contain preservatives. The suit, filed in U.S. District Court for the Southern District of California, seeks class-action status. The plaintiffs said Costco stores posted signs on rotisserie chicken displays stating the chickens had “no pre- servatives” and made the same claim on its website. Costco has since replaced the signs and removed the claim from its website, accord- ing to reports. —Bill Wilson

Walmart continues to lose grocery market share But will the retailer ever be caught?

WALMART’S leading share of the grocery market continues to decline, according to the latest data from Numerator. The Ben- tonville, Ark.-based retailer currently holds a 19.9% share, down from 20% in 2025 and 20.4% in 2024. Meanwhile, Costco is gaining ground. The Issaquah, Wash.-based warehouse retailer now claims an 8.2% share, ranking third. This marks an increase from 7.9% in 2025 and 7.6% in 2024. Kroger remains No. 2 behind Walmart, but its share is also shrinking. The Cin- cinnati-based grocer’s market share has dropped from 8.8% in 2024 to 8.6% in 2025 and 8.3% in 2026. Albertsons ranks fourth despite losing

ground over the three-year span. The Boise, Idaho-based grocer held a 4.8% share in 2024, which has since declined to 4.5%. Publix, based in Lakeland, Fla., ranks fifth and has maintained a 4.1% share since 2024. Walmart also leads Numerator’s con- sumer packaged goods (CPG) market share, but its dominance is waning. The retailer’s share has dropped from 21.1% in 2024 to 20.6% in 2025 and 20.4% in 2026. Costco ranks No. 2 in the CPG market, with its share rising from 7.4% in 2024 to 8.1% in 2026. Amazon and Whole Foods, which are grouped together, rank third and have seen the largest year-over-year increases. Their

combined share rose from 6.4% in 2024 to 7% in 2025 and now stands at 8% in 2026. Kroger, which ranks fourth, has expe- rienced the steepest decline in the CPG market. Its share fell from 7.2% in 2024 to 6.7% in 2026. Albertsons rounds out the top five in the CPG market, holding a 3.6% share in 2026, down from 3.9% in 2024 and 3.8% in 2025. —Bill Wilson

proprietary AI-powered tool that boosts inventory efficiency and replenishment for promotional center-store SKUs. “All of these initiatives are building the modern, technology-enabled Albertsons that will define our competitiveness in fiscal 2026 and beyond,” Morris said. Digital penetration for e-commerce sur- passed 10% in the fourth quarter, marking a milestone for the grocer. Albertsons’ first- party business continues to scale rapidly and contributed nearly 90% of the compa- ny’s 16% digital growth in the quarter. Its AI-enabled shopping assistant is increasing basket size and enhancing personalization. Albertsons fulfills more than half of digital orders in less than three hours, and most delivery households are eligible for 30-minute flash delivery, the company’s fastest-growing segment. Personalized ad pilots delivered a 90% lift in conversion and click-through rates in the fourth quarter. “This approach is translating into a structurally attractive profit stream that amplifies and fuels our core retail business,” Morris said. On Thursday, the Boise, Idaho-based retailer introduced a capability aimed at helping advertisers better understand the impact of their retail media investments. The new onsite incrementality measure- ment tool is designed to provide insight into how onsite display media drives new sales, addressing advertisers’ growing focus on incrementality as a key performance indicator. The onsite incrementality measure- ment methodology uses test-and-control frameworks to isolate the effects of media exposure and provide a transparent view of incremental lift. This approach allows advertisers to compare campaigns, opti- mize media spend, refine creative strategies and improve audience targeting based on actionable insights. —Bill Wilson

THIS YEAR, Albertsons is placing bets on a series of tech and AI initiatives. The retailer’s tech agenda is already producing strong results, and the momen- tum is expected to continue this year and beyond, driving capital gains. During the grocer’s fourth-quarter earn- ings call in April, CEO Susan Morris said the company’s digital strategy is where it needs to be and that it expects more from its tech investments. Morris said AI-driven capabilities are modernizing how customers shop, deliv- ering personalization that drives higher conversion, larger baskets and greater loy- alty. Merchandising intelligence, automated insights and pricing tools are improving category decision-making and supporting structurally stronger margins, she said, citing a transcript from AlphaSense. “We are in flight with tools that are reimagining price and promotional strategy,

as well as category management and assortment decisions,” Morris said during the earnings call. The tech extends beyond the grocery aisle. Generative AI scheduling tools are expected to improve forecast accuracy, reduce complexity for workers and drive labor efficiency. AI-powered demand fore - casting and computer vision in the supply chain are improving availability, quality and freshness while lowering inventory and fulfillment costs, Morris said. The campaign also seeks to ban “surveil- lance pricing,” a practice that adjusts prices based on individual customer data, and to protect union jobs from being replaced by AI-driven technology. The union argued that electronic shelf labels could result in job losses, as skilled grocery workers may be displaced by automation. Last week, Maryland lawmakers passed the Protection from Predatory Pricing Act, a bill that, if signed by Gov. Wes Moore, would make Maryland the first state to ban surveillance pricing. This practice allows retailers to charge different prices for the same item simultaneously, based on data collected about individual shoppers. —Bill Wilson Gedye commended Maryland lawmakers for addressing the issue but criticized the bill’s loopholes, which she said would limit its impact. She urged other states consid- ering similar legislation to adopt stronger consumer protections. LOOPHOLES AND WEAK ENFORCEMENT RAISE CONCERNS Critics point to several provisions in the bill that undermine its ban on surveillance pricing. Among them: • The ban applies only to using personal data to set higher prices, without estab- lishing a baseline or standard price. Without a standard price, retailers can market all prices as discounts • Loyalty and membership programs are exempt, even if prices offered through these programs are higher • Subscription-based pricing is also exempt, leaving room for potential abuse Enforcement provisions are another sticking point. The bill does not allow con- sumers to sue companies for violations, a departure from Maryland’s primary con- sumer protection law. Instead, enforcement is left to the Maryland Attorney General, who must notify companies of violations and give them 45 days to address the issue before taking legal action. —Bill Wilson

CANADIAN GROCER SOBEYS is pre- paring to introduce electronic shelf label technology, according to multiple reports. JRTech Solutions and Pricer AB are part- nering with Sobeys to implement the $51 million system in approximately 300 to 350 stores. The rollout includes multicolor electronic shelf labels and the necessary store infra- structure, with an 18-month deployment scheduled to begin in May. In 2024, Walmart announced plans to

equip all its U.S. stores with digital shelf labels, a move that has faced criticism. In February, the United Food and Commercial Workers International Union (UFCW), the largest union representing grocery, retail, and food processing workers, publicly opposed the technology. The UFCW launched a national cam- paign, titled “Affordable Groceries and Good Jobs Campaign,” to advocate for legislation requiring paper shelf labels in retail stores larger than 10,000 square feet.

Consumer Reports , which actively engaged in the legislative process, expressed disap- pointment with the final version, saying it falls short of adequately protecting

consumers. “Surveillance pricing can drive up the price of food,” said Grace Gedye, senior policy analyst at Consumer Reports . “Retailers have a lot of data about individ- ual shoppers—how often we search for or hover over particular items, whether we live near competitor stores, inferences about our likes and dislikes, our dietary needs, our income, our family size and more. Sur- veillance pricing allows companies to take advantage of that information asymmetry and charge you as much as they think you’re individually willing to pay.”
